Phil is principal of SilverLode Associates, a research and planning firm. He provides research, strategic planning, and board-development to non-profit organizations and Native American tribes. He has served as a high school counselor, teacher, and principal. He was also a federal policy planning specialist and a private-sector management consultant in Washington, D.C. For 25 years, Phil worked in higher education—at the University of Arizona, Arizona State University, U.S. Military Academy, Sam Houston State University, and Pima Community College District, where he is Assistant Vice Chancellor Emeritus.

A Rotarian since 1986, Phil is a member of the Rotary Club of Tucson Sunrise. He was president of the Rotary Club of Tucson in 1994, District 5500 Governor 1999-2000, and District 5500 Rotary Foundation Chair 2002-05. He served as Arizona Tri-District PETS Trainer 2003-06, and currently represents D-5500 on the faculty of the Arizona Rotary Leadership Academy.
Phil was Regional Rotary Foundation Coordinator, Zone 25, 2004-07; and has served as RI Membership Zone Coordinator 2002-04;

Annual Programs Fund Strategic Advisor 2003-2004; Community Service Programs Task Force 2001-02; 2001 International Institute Committee 2000-01; and R.I. Open World Evaluation Committee 1999-2000.

Phil and Rotarian spouse, Kathleen, started two highly successful Rotary clubs in Russia and the first minority-majority club in Tucson. He chaired the third Rotary in Russia conference in 1999; was an invited presenter at the Presidential Peace Forum in St. Petersburg, the RI Glasgow and Chicago conventions, and all Zone 25/26 Institutes since 1998.

Phil was named Zone 25 Most Outstanding Past District Governor for Rotary’s Global Quest in 2001-02. He led Rotary’s first all-indigenous Group Study Exchange to Western Australia, did a New Opportunities Grant University Teacher Exchange to Russia, participated in a NID in India, and served as District 5500 representative to the 2004 Council on Legislation.

Kathleen has served as club president, two terms as district trainer, Arizona Tri-District PETS facilitator, and presenter and moderator at several Rotary Institutes.

Phil and Kathleen are Foundation benefactors, Bequest Society, Paul Harris Society, Arch C. Klumpf Society, and donors to their TRF Advised Fund.
